Review Comment:
Good catch. Switched the detail lookup to the unique job tag: the route is
now `operations/detail?jobTag=...` keying on the natural key via `store.read`,
so a shared `operationId` across sessions no longer collapses. Added a
duplicate-operationId-across-sessions test.

Review Comment:
Fixed by removing the secondary index entirely -- the detail endpoint now
reads by the unique job tag (`store.read`), so there's no added index for old
History Server disk stores to be missing. No store version bump or migration
needed.

Review Comment:
Already addressed in the current head: `offset`/`length` are pushed into the
`KVStoreView` via `skip(offset).max(length)`, so there's no `offset + length`
Int arithmetic to overflow.
