Move byte buffer String conversion logic to JavaUtils
I did not realize there was a `JavaUtils` when I wrote this code. This PR
moves the `ByteBuffer` string conversion to the appropriate place.
You can merge this pull request into a Git repository by running:
$ git pull https://github.com/andrewor14/spark yarn-shuffle-util
Alternatively you can review and apply these changes as the patch at:
