Re replaygain, EAC has supported track gain via command line option for
a long, long time. The last time I used it did not support album gain,
so if the user wants that it requires another pass (with foobar2000, or
apply_replaygain.pl, or winamp, or something). 

I'd agree that the biggest benefits of dBpa are when is starting from
scratch, with a big (or huge) batch of CDs to rip. That's where the
time saved in getting tagging right at rip time is the greatest. But
imo it's still worth its very modest cost if you are still ripping new
CDs to your collection with any regularity.
