At the risk of some flickering heat - I have had very good luck with
Technology Center on Glendale near Rock.  They have built a number of
machines to my specs for me & my companies over the years for very
reasonable prices which have held up fairly well. 

Otherwise go to the regular suspects (Circuit City, Best Buy, CompUSA) -
HP/Compaq machines can be had for around $500-$700 or throwaway eMachine
crappers for even less.

I personally like a local shop I can reach out and touch if something
goes south on the hardware.

If you go the VMWare route - You will not regret putting in lots and
lots of extra RAM, but also remember the VMWare itself will run you 
2 bill$.
