Well - policy is left for the head Kahuna to decide. Which is why I'd
never operate a game unless there was _one_ (and only _one_) person on the
top. As long as this person has their head straight on their shoulders,
this works fairly well.. And yes, I'm aware of the caveats of "What if the
person goes on a power trip/becomes disillusioned/crazy/etc?" - that's
unrelated.

Thusly, you don't get situations with conflicting rulings.

Maybe I was talking about a HOMOgenous society, as part of my
philosophical diatribe... :)
