I normally use a class diagram. Reasons are that organisational
(departments) units/roles of users in organisation are quite often
Actors in a Business/System Use Case analysis. This then kills two birds
with one stone to speak, i can model a org chart (turn off the show
attributes&operations) and have the organisational representations in
the meta model (repos) of rose to use in business architecture and
system design models.
