Well, in Rose 98 (the school is very slow getting an update):

1.  Left click on a package in the views hierarchy.
2.  Select "New".
3.  Select "File".
4.  Use the dialog box.

About the idea of referencing a UML diagram in Visio -- thank you very
much.  Of course, it will merely open Visio when you open the file, but
the idea hints at an integration of modelling tools based on a set of
common abstractions.  That's somewhere between brilliant and terrifying,
and I'll let you know when I figure out which.
