From a purely theoretical point of view, I think you are right. Nevertheless, 
looking at some printed scores I have here, I don't see any "8" below the 
clefs.
For some reason, in some old time, composers, then typesetters, didn't 
bothered to add it and now it seems to be a rule.
The example is only the first one I found on the net, and it corresponds to 
the usual printed scores.
