Not at all.  In fact, the author decides which stream to approach in the first place, and it is the stream that decides whether to publish.  That is a cornerstone of our process.

Yes, nobody can literally make the author write something they don't, but the WG (or more usually the chairs) can replace the author with one who will write what they want, and as a practical matter this means that authors write text that matches consensus, even if they don't agree with it.

And in those circumstances, the authors are still credited in the document, thus making clear what has happened, and not confusing the reader.  Remember?  This is about the reader.  I maintain, therefore, that not only is a consistent policy possible, it has existed de facto.  HOW that happens might vary, and it might not happen often or at all in some streams.
