Yes, I like that idea.

I also doubt that the RSAB would approve this draft without getting assent
from their IETF member, who might well decide to seek IETF consensus,
but that's not for the RSWG to decide, is it?

In the same way that some IAB RFCs have gone to IETF-wide LC with the iESG 
judging consensus, could this document also go down that path?  It seems to me 
that it is either that approach or something very messy that will likely be 
unpicked quickly.

Yes, something like that would be fine, even if the formal approval still comes 
from the RSAB. But we're some way from reaching that point.
