It makes sense. But isn't there a usability issue on the Ticket/Update page? If you can fill the CC field without a Message, then the results are not as expected (looking at a classic email interface, Outlook for example). At a minimum an error message should mention that the CCs were not emailed. Maybe there is a way to make the CC emailing happen with a custom Scrip?
