The general policy of the BFD Working Group has been that protocol changes to BFD belong in the BFD working group. Uses of BFD should be carried out in the Working Group that carries the appropriate expertise, but BFD is chartered to help with review of uses of BFD elsewhere. Thus, rtgwg is a perfectly fine place for this draft. If the rtgwg chairs think it's appropriate, last call can occur also in BFD for additional review. -- Jeff
