Draft -16 has been published using the new boilerplate.

In response to the guidance from 8407-bis I have changed a number of
previously normative references to informative.

I have also corrected the single node name defined in the YANG module to
"pdu-size" where used in the draft text.  It was previously the typedef
name "padded-pdu-size", which was not the node name.

I believe this resolves all outstanding requests from the IESG that required
action.
