It all depends on how the RTI Application is phrased.
One might not get it with a simple application,
however, if the applicant can establish the public
interest involved, certainly they will have to be
provided. Further, in certain PA like hospitals,
transport etc. the orders exist that attendance
musters be made available to public. This was long
before RTI Act was promulgated.
And regarding the CIC decision, for some reason, the
last decisions available on site are the ones dated
17th April. Recent ones have not arrived yet,
including the one Mr SK Kapoor was talking about in
S.H.
