Its not that difficult to get info (not all- but quite alot) from J&K Govt under Central RTI Act. It could also involve the same technique I used to get info out of the TRAI (Central) under the Delhi RTI Act in 24.Jan 2003 which they gave me after bitter struggle on 2.May.2003 which I promptly filed in SC the same day - with spectacular results - causing me to withdraw the Petition I had lodged in the SC Registry within a week.
In the same vein, getting access to Visitor Registers and Attendance Registers is trivial under RTI Act if the PIO plays by the Act. The problems is not in the Act (whose language is clear) but the courage of the PIO to give access. 8(2) "public interest" is NOT a positive feature, it is a negative aid to the PIO to deny information. Understand this and you will not have problems - ignore the "foolish little RTI activists with head stuffed full of nonsense" who guide you otherwise. The RTI Act is for citizens who desire to have non-excluded information (eventually) from Govt.
