How did you ever manage that ?
J & K is clearly out of the purview.
Unless  you applied to PA's under central government.
I am not sure if Central PA's in J&K are covered under the RTI Act or not.

Property returns was not that difficult. But what purpose does it serve ?
If someone is intelligent enough to be corrupt, then he must be intelligent 
enough to use "benami" transactions.

I haven't been able to get hold of the attendance register or the visitors book.
Actually haven't tried as yet and therefore wanted to get the fundas 
straightened out and tie up all loose ends before the attempt. It's not for me, 
but someone who asked for my help.

Actually I am a total novice at all this. Still at the "infant" stage of 
helping people identify PIO's , support in RTI rules and in drafting 
applications/appeals/complaints. 
Lots more to learn. 

Especially after Sarabjit gave me a B - . 
Must put in more effort and work harder !
Problem is, I don't even know my caste. 
So, cannot even ask for OBC discount.
