I made a simple Effect.Tooltip for scriptaculous the other day.

Showed it to madrobby and came to the conclusion that something like
this might
be better as a seperate class, instead of using the Effects
framework.

I'll just toss in the Effect for now. Maybe it can help to build that
class one day.
