Google for how Google Maps does the location pop -- with cloud effects, a directed tail, multiple sizes, and a shadow. They do it all inside a translucent PNG, apparently with the tail and shadow painted on. That all alpha-channel blends into the map, providing all the visual cues. In a day or two, the shadow will deform correctly with the underlying topology...
