Hi

You can do it with PWC ( http://prototype-window.xilinus.com/. )  
there is a tooltip add-on to do it.
Tooltip content can be filled by ajax or url, so if you want to check  
if you user is logged in, it's pretty easy.
And Mila76 has done a theme that looks like the PNG you sent (http:// 
mila76.it/js.html, move your mouse on "Ajax Tooltip") but you can do  
your own.
