Neither the alt key nor the win(dows?) key generate anything in most
(all?) terminals - so urxvt doesn't even have keybindings for these keys,
so there is nothing to disable.
If you want to use them in emacs you'd have to invent new sequences for
them and teach both emacs and urxvt about them.
As for function keys, there are defined sequences for those and urxvt
generates them. If they don't work in emacs, thats a problem on the emacs
side somewhere.
