Well, alt-s is not the same as the alt key. and urxvt still doesn't have a
keybinding for the windows key, and it still sends through function keys.

Thats still a problem with emacs (or your setup) - urxvt sends the
correct sequence for f4, as well as for f5. If you haven't compiled urxvt
yourself, you should send a bugreport to the person who did, or to the
person who compiled your emacs, and let them fix their package.
