I got some Oregon Rail Supply HO scale B&O 3 color signal targets and measured them against a B&O drawing. The target width is a scale 3' 6" and is way oversized for HO but a perfect fit for S scale.
The website hasn't been updated in a while http://www.oregonrail.com/ but is still up and running.
