How about breaking up some microscope slide glass. Clover House carries it, or
a local scientific supply house. This would not be cheap, however.

Subject: {S-Scale List} Modeling *broken* glass...

  Hi everyone,

So, any ideas out there on how to model broken glass? Not a little
bit, either, I'm talking a whole gondola-load full of it! I'm working
on a Glass Block manufactury, and I figure that's a great way to
recycle broken glass - melt it down, add some new glass to the mix,
and cast new blocks! Only problem is, how to model a gondola full of
  broken glass? Ideas?
