Dave, Check out a near vintage Keller/Kalmbach video of late Lorrell
Joiner's (sp) 0 scale layout. I never had a chance to visit his layout
but in 0 you are modeling things rather tightly. Those trains were
right up the large skyscrapers as there wasn't much room for compression.
And as Pieter mentions, using thin plexiglass overlaid with the
brick/window arrangements would be ideal. The plex is very stable and
heavy enough where the building won't be tipped easily. Another
alternative would be to use Gator foam then do the overlay. Again Gator
foam is very stable so it won't warp, change size and accepts non
solvent glues well. Use a wooden base for keeping the weight near the
ground.
