Pre 1900 modeling in S would be great fun, the older cars were small so you
could build a lot of layout in a fairly small space. The older equipment is
very easy to scratch build as it is mostly wood and a few simple metal parts.
The only thing you'd really need to buy is archbar or other older type trucks
and things like brakewheels and scale chain.
I'm not familiar with the suitable steam loco offerings in S scale but if you
can find the loco I'd go for it.
A copy of "the american railroad freight car" by John H. White would give you
enough infomation to build a whole lifetime of models and a great layout....dave
