As Bill correctly points out, the market is soft for many reasons.  RRM has 
tried to build about one project a year since 1988, some year's more, a few 
years none.  Dan tells me the large and diverse SP locomotive projects of the 
last three years have been very well received.  In a way, things are more or 
less normal - depending on your POV of "normal".
