Yes, I could afford to do that on my home layout and I do inspect/test/fix 
every loco I buy before it runs for the public.  

Frankly, the results are a bit disppointing on many, but not all, locos.  Quite 
a few locos operate very well indeed.  Others do not.  My original point, 
however, is that both the manufacturer and importer should be doing this 
testing and fixing -- not me the customer. 

Maerklin, for instance, had a full time German-citizen resident inspector in a 
Korean factory that manufactures Maerklin products.  His job, simply put, was 
to make sure that quality problems are caught at the source and not after they 
reach the customer.  It is much less expensive to find and fix problems at the 
factory than here in the good old USA.  All it takes is the correct mindset and 
sufficient motivation.  Interestingly, he once offered his services to an S 
importer for an hourly fee.  The offer was declined.

The main thrust of my so-called ranting and raving is that there is room for 
improvement.  I do not think the cost of inspection/testing/fixing would come 
anywhere near the 25% figure quoted earlier by someone else.  It would be much 
less than that if done in the country of origin.
