My general plan has been to complete the track work and then scenic.  I tried 
my hand at ballasting in areas I thought were safe from revision.  Not the case 
as more gets built and I begin to get a sense of converting a hi-railish 
multi-loop plan into something more conducive to operations without tearing out 
years and years of hand-laid track.  At the rate I'm going the plywood prairie 
will become solid track.  Who needs scenery then?
