What is wrong with the white glue water solution which I did with my ballast.
Holding up just fine after 3 years.
Just curious.

In the latest issue of the NASG Dispatch, Bob Jackson tells how he uses Future
acrylic floor wax as a ballast binder on his layout. I gave it a try and I am
impressed with the way it works.
However, I go him one better and continue to use a wetting agent before using
the floor wax, then use a squeeze dispenser to apply the wax. It soaks into the
ballast like a sponge, and binds the ballast well when it dries.
