I've been using matte medium.  I don't know if I've mastered the art of using a 
whetting agent.  I was getting white blobs on the ties and web of the rails.  I 
then mixed acrylic paint of the approximate color of the ballast with the matt 
medium and that made a huge difference how things looked.  It also adds a bit 
more density to the color of the ballast.
