Brooks has explained this many times, he uses American models track.

 

Frankly, I've never seen a better scale layout than Brooks, who goes into
infinite 3/16th modeling detail on his BC&G layout.

Whenever I see his layout in a magazine or even in Brooks BC&G CD, I never
notice the high rail. 

All of us should strive to have a layout like the one Brooks has running
now.
