Ed, The short answer to his question is NO. The short answer to his question is NO. That's certainly an inspiring answer.
Now lets give him an alternative. The long answer is that others who have worked in S scale were able to succeed in spite of the lack of those specifics components. What you may not realize is that Bill's build of the GP30 was very similar to the process of utilizing Cannon panels. Bill, utilizing styrene, made his own panels, cabs and so on - a little scribing and some pretty fancy knuckle busters (door latches) and he built the engine in a very similar method as the use of Cannon prefinished panels. It obviously took a little more time than purchasing the panels but the point that I was trying to make to Michael was simply that if you can assemble the Cannon panel you can take the next step and make you own panels. If you never read that series maybe you should take a moment and look at it. If the person is new to S scale I would always suggest that he should take a moment and explore what others have done and were successful at. It may inspire that person jump into the deep end of the pool and give scratch building a try - or it may deter him - either way he received a suggestion. Lastly, I'm pretty sure that if he doesn't have access to those magazines there are people on this list that might consider scanning them and sending to him if he was interested and made the request.
