That group of photos are part of the national archives. so are available 
to the public to use.  Although, I'm not aware of all the details, back 
in the depression commercial photography was almost dead, so the 
government put them to work documenting the Roosevelt effort to combat 
the depression and as a general public relations effort to show the 
world.  With the freedom given, some of the best photo journalism ever 
created was done during this time.  So this is an example of your 
parent's tax dollars at work fairly successfully.

When I was starting out Kodachrome was changed to ASA 25, with a 64 
version later followed in the 90's with a 200 speed version that wasn't 
too successful.   Most people don't know that Kodachrome was available 
in "sheet" sizes which might be what was used for many of those shots.  
The typical 35mm camera was of questionable quality and it's universal 
acceptance was yet to come.

I also looked at the Post's link to early Russian photography.  Most of 
the images were created around WWI which was before any typical color 
films.  Some of that work is obviously hand tinted and appears to be 
excellently done. A couple of the shots do show evidence of a tri-color 
method of making color images.  This is where three B &W images made 
through 3 colored filters, (similar process with colored TV) are shot 
with the same camera and then a dye transfer final print is then made--a 
very tedious process, that I learned in school.
