Dave,  No they weren't used for insulation since regular steel joint 
bars would have run around the insulation anyhow.  I think there were 
used as temporary spacers when the rail was laid.  Use the spacer--lay 
the rail--remove the spacer.

Grand daughter had a school Christmas program last night so I didn't 
have a chance to look for them.
