Yes, every device (switch, light, etc.) you want to control through the DCC
system needs a decoder.  So it is an added expense, but you can mix and
match decoders for the features you need or want.  There are some simple
ones and some more complicated ones that can handle some things like routes
(for switches) within the decoder or have circuitry to drive servos, etc.

Accessory decoders use a separate addressing scheme from mobile (loco)
decoders, so there is no overlap.  Loco address 100 is different from switch
address 100.

This accessory decoder seems like a really good way to go.  Is it correct to
assume that every accessory whether powered directly with DCC power or
accessory power needs a decoder?  Otherwise how will the device 'know' the
system is telling it do something?
