Steven,
The catalogue will always show High rail wheels until they upgrade the artwork. 
They mention scalewheels but you will probably have to order them seperately. 
Time will Tell. The Worlds Greatest Train Show willl be in Fort worth and My 
club will be running trains So I'll be on the lookout for Lionel.

To all,

I have the Volume 2 Lionel catalog in my possession.  According to the 
description it states:
1:64 scale cars;
Scale wheel sets and trucks (however the photo, as with the website look like 
typical Flyer large flanged wheels.  No mention of separate scale wheelsets);
Operating Couplers;
Diecast metal sprung trucks and operating couplers;
Opening hatches on roof;
Mounting holes for scale couplers (couplers sold separately [no listing for 
Flyer scale couplers in the catalog, assuming holes are for the Kadees]);
Separately-hand applied hand rails;
Minimum curve - 36"; and
Length - 10 1/4".

Not sure if this helps, or adds to the confusion.
