I use brown craft paper over cardboard strips for exactly the same reason.
Easy to make changes, and in the meantime it has a "dirt" color.

Size is something like 19 X 24. It's just the size of my garage raised up
and moved over . We offset the room by 4' (wish I had added another 4' to
the length) to make room for a stairway that I was standing on.
Most of that mountain area was just crumpled up brown paper for several
years. I wanted to get comfortable with the terrain before committing to
hardshell. And I did make major changes. I had planned to create one large
mountain, but couldn't find a way of doing that without hanging from the
ceiling!
