Bob,

That sounds like a hump engine RC unit combo.  Were the GE's gray?  If they 
were, they are RC control units that allow any diesel to be controlled with a 
radio control unit when MU'd and is the way UP switches cars in hump yards now. 
 The GE's have no traction motors, just weight to help them stay on the track.  
Roseville uses rebuilt SD40-2's in pairs but have the RCL controls built in.
