 by default, and gcc only if host gcc is too broken.

 One use case of the compiler wrapper is to work around (system!) compiler
 bugs, so unconditionally not installing it if `SAGE_INSTALL_GCC=no`
 doesn't make much sense, at least if it's used to prevent installing
 Sage's GCC (which is the current and intended meaning).
