The hunk comes from #12453 in the combinat queue (this does some
refactoring and cleanup) which doesn't quite commute past this, but it can
be made so, i.e. there is no functional dependency AFAIK. The lazy/cunning
part of me would say, "Lets review #12453 first and I don't think it's too
difficult of a review job (it looks bigger because of the
reorganization)," but I don't want to hold this up if you don't agree with
that sentiment.
