 such as having to artificially bump spkg patch levels to trigger a
 "rebuild", but people tend to create new pitfalls or refuse to remove the
 existing ones, and apparently don't care much about whether upgrading will
 work with their changes, so testing the latter is (or had been) mostly up
 to the release manager.

 And the "disabling" of upgrades ''from'' betas (or alphas to that time,
 IIRC) for a while presumably didn't encourage people to test upgrading
 either.

 Buildbots could (and IMHO should) not just test building from scratch, but
 also upgrading (nowadays `git pull` plus `[env SAGE_UPGRADING=yes] make`),
 at least from the last stable release, say.
