I also don't know why. `builder.py` uses Sphinx's `get_outdated_files()`
method to get an iterable of modified modules. However, this method's
code is the same in v0.5.1 and v0.6.2. I did find that the newer Sphinx
does not include .so files for .pyx files in `environment.pickle`'s
`dependencies` dictionary. This may "explain" the observed behavior.
