I played around with the Sphinx code for a while, and I could not figure
out what's going on. Well, I believe that "matrix0.so" was listed as a
dependency of "matrix0.pyx" in version 0.5.1, so changing the .pyx file
resulted in the modification time for the .so file to be wrong, triggering
a rebuild of the docs, but in 0.6.2, the .so file no longer appears to be
a dependency of the .pyx file. I've posted a message to sphinx-dev about
how dependencies are determined; we'll see if there are any helpful
responses.
