 this is a much more general code, and it's not clear how well it will do
 for our task. Because to use it we first need to pass from G acting on V,
 |V|=n, to G acting on VxV and then, thinking of elements of VxV as 0-1
 vectors of length n^2^, call `IntegerVectorsModPermutationGroup`,
 specifying `sum=max_part=1`. I don't know the code, and if it does not
 work with sparse vectors then we can forget about it, it won't fly.
