Here is some initial shot at constructing toric varieties "by name". It
might be useful to write doctests for the toric varieties. Once the dust
has settled we might want to load pickled objects, but for now we
construct the fans from generating cones.
Obviously this relies on #8988, which isn't finished yet. Also, I haven't
added the import to `all.py` to avoid patch rejects.
