The package I reference at
http://boxen.math.washington.edu/home/kirkby/patches/iconv-1.13.1.p3.spkg
has a couple of changes that are not checked in. However, I have a copy
with all changes checked in here - I failed to upload it.
When I apply your patches to that, so I get a reject. Can you create a
complete package and provide a link. Then I'll check it.
I'll go with your second reviewer patch too, though is there not a mistake
on line 21 of {{{spkg-check}}} ?
