I've opened up #9922 for adding release notes. For VERSION.txt, I think
we (meaning me) should do the whole thing on this ticket: add it to
{{{.hgignore}}}, create it in {{{sage-sdist}}}, and make sure it gets
copied by {{{sage-bdist}}}, or else the whole thing should go on another
ticket. If I don't get to it on this one, then I'll open a ticket
describing the steps (including adding it to {{{.hgignore}}}) -- I don't
really see the point in doing one piece of it here.
