dependency issues, without touching {{{module_list.py}}} at all (which is
advantageous, too).
Unfortunately this will only work if Cython is not updated/rebuilt (after
numpy has been installed), since none of these packages depends on the
other, and Cython might still ship one with an old time stamp (which is
preserved on installation).
