There are only a few headers that actually have been updated, e.g.
{{{_numpyconfig.h}}}.
A trivial solution is to just {{{touch}}} one header file after
installation in {{{spkg-install}}}, and make the relevant extension
modules (also) depend on that one.
Touching {{{$SAGE_LOCAL/lib/python/site-
packages/Cython/Includes/numpy.pxd}}} could also help.
