Well, it depends what you mean with "multiple licences". It is true that
cvxopt '''includes''' code under GPLv2, LGPL2.1 but the package '''as a
whole''' is licenced as GPLv3. So as far as Sage is concerned, the
licence is GPLv3+ and that's it.
